No church will go farther than its leaders. Good Shepherd will be known for leadership development and mentoring from top to bottom. Priests, Deacons, and Seminarians will be trained, mentored, and released. Lay persons will become leaders through Good Shepherd's leadership course and mentoring process. The Shepherd's ministry will become the cornerstone of pastoral care and newcomers assimilation. Lay leaders will be the heartbeat of this system. They will be born, trained, and mentored in the Shepherd ministry. Vestry leadership will be stellar at Good Shepherd because the culture of the church will produce numerous mature leaders to choose from. All of the leaders will be "confident" because they are convinced of their covenant stand before God. They operate in full assurance of His grace and love. They are also confident because they are well-trained and coached.

Strategies: Amplify and fine-tune the Neighborhood Shepherd's Ministry. Create regular times of leadership training in the church year. Create and implement Mentoring program from the top down. Create a climate of increased lay leadership. Make Good Shepherd a training ground for all kinds of ministers by seizing opportunities as they arise.
